Yes, having a phone on a plane can be somewhat dangerous, mostly beause of the people on the plane rather than it effecting the flight. There have been cases where tension came between fliers who use their phones and those who are in fear that it could danger their life. There has not been enough convincing evidence that cell phones actually cause a interface with the plane. Even still most passengers still do not want voice services on the plane they are currently flying on, because they feel as it is safer.
